With Citra you can play a lot of your favorite 3DS games, such as Pokemon X, Pokemon Y, Super Smash Bros. My PC specs: i7-4770 CPU, 8GB DDR3 RAM, NVIDIA GTX 970 GPU To prevent Citra from running above 60 FPS, enable V-Sync under Emulation - Configure - Graphics within Citra. Basically, don't expect it to run games perfectly. Quite a few games run fairly well now in large part thanks to the recent implementation of the CPU JIT compiler, but there are a lot of graphical and audio issues. Notes about Citra: At this point in its development, Citra is still a very early and experimental emulator.
